The Office of Planning, Research and Evaluation (OPRE), within the Department of Health and Human Services (HHS) Administration for Children and Families (ACF), is considering a grant program for Head Start University Partnerships to support research projects that will contribute to understanding and knowledge of Head Start. Funds for Head Start University Partnership grants will support research jointly planned and executed by university researchers and Head Start programs. Applicants will be required to demonstrate a formal partnership with one or more Head Start program. The grants will be focused on a specific topic or topics that align with the priorities of the Office of Head Start. When the full Funding Opportunity Announcement is published, specific priority topic(s) will be identified. This grant program seeks to stimulate systematic, programmatic, multidisciplinary research. It is expected that research studies and programs stimulated by this initiative will contribute scientific data that inform a number of practice and policy issues. Grantees will be expected to participate in a consortium of grantees, meeting annually and communicating regularly to share lessons learned, identify opportunities for collaborative analyses, and to develop collective expertise and resources to be shared with the field at large.

Eligibility Requirements

Public and private entities are eligible. Tribally Controlled Land Grant Colleges and Universities, Historically Black Colleges and Universities, and Hispanic serving institutions are eligible to receive awards under this announcement. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity announcement. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and from funding under this announcement.
