Armenia USAID-Yerevan -- Protection, Inclusion and Empowerment

The United States Agency for International Development (USAID) is seeking concept papers from qualified entities for the Protection, Inclusion and Empowerment activity. Eligibility for this NOFO is not restricted, both qualified U.S. and non-U.S. organizations are eligible to apply.

The COVID-19 pandemic, the Nagorno-Karabakh (NK) hostilities, and the Ukraine-Russia conflict have had a severe social and economic impact on women, youth, persons with disabilities, displaced populations, those at or near the poverty line, and other vulnerable groups in Armenia. Due to these circumstances, available government resources and social protection systems are stretched and are failing to adequately prioritize and meet the needs of all vulnerable groups. As a result, these vulnerable groups are facing further marginalization. The Government of Armenia (GOAM) is undertaking a number of policy and systemic changes to ensure the provision of needs-based services for vulnerable populations. However, given the limited resources and insufficient human and institutional capacity, including among civil-society organizations (CSOs) that are also struggling to meet the additional needs of these vulnerable populations, success in implementing these initiated reforms requires support from all stakeholders. Therefore, USAID’s Protection, Inclusion, and Empowerment activity aims to work with the GOAM and CSOs to improve the lives of vulnerable groups through a range of initiatives, including support to reorganize the GOAM’s social protection system.

Eligibility Requirements

Eligibility for this NOFO is not restricted, both qualified U.S. and non-U.S. organizations, such as private, non-profit organizations (or for-profit companies willing to forego profit), including private voluntary organizations, universities, research organizations, professional associations, and relevant special interest associations, are eligible to apply.

Amount Description

USAID intends to award one Cooperative Agreement pursuant to this notice of funding opportunity. Subject to funding availability and at the discretion of the Agency, USAID intends to provide $20,000,000 in total USAID funding over a five-year period.
