This Broad Agency Announcement (BAA) seeks opportunities to co-create, co-design, co-invest, and collaborate in the research, development, piloting, testing, and scaling of innovative, practical and cost-effective interventions to leverage the enormous potential of Science, Technology, Innovation and Partnership (STIP) to help solve humanity’s greatest challenges. The United States Agency for International Development (USAID) invites organizations and companies to participate with USAID in response to STIP BAA Addenda issued under this BAA to apply STIP approaches to support sustainable development outcomes. 

No responses will be considered under the BAA until an Addendum has been issued. Only submissions that are responsive to a specific STIP BAA Addendum will be considered. Any proposal, concept paper, or expression of interest received that is not in response to a STIP BAA Addendum will not be considered. However, USAID encourages and will consider suggestions for STIP BAA Addenda.

Addendum 01: Strengthening Health Information Systems toward Interoperability in the West Africa Region

In this Addendum, USAID is seeking Expressions of Interest on specific innovative solutions that your organization believes could strengthen interoperability of Health Information Systems (HIS) in the West Africa region in the wake of the Ebola outbreak. Our main objective is to co-create, co-design, co-invest and collaborate with innovators on forward-thinking solutions that demonstrate the highest potential to dramatically improve technologies for post-disaster, recovery, and development. Of particular interest are opportunities that complement USAID's strategic focus on science, technology and innovative partnerships. 

Please submit your Expression of Interest in English to LabEbolaBAADIA@usaid.gov no later than 11:59 pm EST, October 2, 2015.

Eligibility Requirements

Public, private, for-profit, and nonprofit organizations, as well as institutions of higher education, public international organizations, non-governmental organizations, U.S. and non-U.S. governmental organizations, multilateral and international donor organizations are eligible under this BAA. All organizations must be determined to be responsive to the BAA and sufficiently responsible to perform or participate in the final award type.
