Colombia Judicial Strengthening

The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to improve knowledge, skills, and practice of criminal judges with jurisdiction in geographic areas and over crimes that are priority for the United States and Government of Colombia (GOC).

Despite significant advances made by Colombia to strengthen the rule of law, there remain considerable challenges – most notably to achieving justice in rural areas. Systemic deficiencies are multiplied when marginalized communities in rural areas are victims of crimes perpetrated by criminal organizations. Even where there is an institutional presence by the justice sector’s main actors (judiciary, attorney general’s office, public defenders), security concerns and jurisdiction make it challenging to identify and prosecute criminal organizations. This results in underreported crimes, high rates of impunity, and high rates of mistrust by the citizenry.

Goal: Improve judicial efficiency and efficacy to more quickly adjudicate cases in crimes prioritized by the USG and GOC.

Applicants are only allowed to submit one proposal per organization. Interested applicants from within Duke should contact dukeiln@duke.edu as early as possible.

Eligibility Requirements

The following organizations are eligible to apply: • U.S.-based non-profit/non-governmental organizations (NGOs); • U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code; • Colombian-based educational institutions and non-governmental institutions
