Congressionally Directed Medical Research Programs -- Orthotics and Prosthetics Outcomes Research Program -- Orthotics Outcomes Research Award

The FY16 OPORP OORA challenges the scientific community to address which orthotic devices, treatments, and technologies will generate the best patient outcomes. Outcomes research will further support evidence-based practice, allowing providers to optimize the care to Service members and Veterans with limb loss and/or limb impairment. It is expected that any research findings will also provide benefit to the general population. Applications involving multidisciplinary collaborations among academia, industry, the U.S. military Services, the U.S. Department of Veterans Affairs (VA), and other Federal Government agencies are highly encouraged.

The OORA is intended to support research that evaluates the comparative effectiveness of orthotic clinical interventions and/or their associated rehabilitation interventions, using patientcentric outcomes for Service members and Veterans who have undergone limb impairment

Eligibility Requirements

Although a PI may be eligible for more than one research level category, only one category may be chosen; the choice of application category is at the discretion of the PI given their eligibility. 

Research Level 1/New Investigator Applications

○ PIs are eligible for this award if, at the time of pre-application submission, they: 

  • Are within 5 years of their last training position; 
  • Are able to demonstrate the freedom to pursue research goals outside of a formal mentorship program or arrangement; 
  • Can provide evidence of organizational support, such as start-up funds provided by the institution and/or use of a technician, space, facilities, and resources; 

○ PIs working within a laboratory team are eligible to apply for this award provided they meet the criteria above. 

○ Graduate students, postdoctoral fellows, and other formally mentored researchers are not eligible for this award. 

Research Level 2 Applications: 

○ Independent investigators at all academic levels (or equivalent) are eligible to submit applications. 

Research Level 3 Applications

○ Independent investigators at all academic levels (or equivalent) are eligible to submit applications.

Amount Description

For Research Level 1/New Investigator: ○ The maximum period of performance is 2 years. ○ The anticipated total costs budgeted for the entire period of performance will not exceed $300,000. Indirect costs are to be budgeted in accordance with the organization’s negotiated rate. No budget will be approved by the Government exceeding $300,000 total costs or using an indirect rate exceeding the organization’s negotiated rate. ○ All direct and indirect costs of any subaward (subgrant or subcontract) must be included in the total direct costs of the primary award. ○ The applicant may request the entire maximum funding amount for a project that may have a period of performance less than the maximum 2 years.

For Research Level 2: ○ The maximum period of performance is 3 years. ○ The anticipated total costs budgeted for the entire period of performance will not exceed $500,000. Indirect costs are to be budgeted in accordance with the organization’s negotiated rate. No budget will be approved by the Government exceeding $500,000 total costs or using an indirect rate exceeding the organization’s negotiated rate. ○ All direct and indirect costs of any subaward (subgrant or subcontract) must be included in the total direct costs of the primary award. ○ The applicant may request the entire maximum funding amount for a project that may have a period of performance less than the maximum 3 years.

For Research Level 3: ○ The maximum period of performance is 3 years. ○ The anticipated total costs budgeted for the entire period of performance will not exceed $2,000,000. Indirect costs are to be budgeted in accordance with the organization’s negotiated rate. No budget will be approved by the Government exceeding $2,000,000 total costs or using an indirect rate exceeding the organization’s negotiated rate. ○ All direct and indirect costs of any subaward (subgrant or subcontract) must be included in the total direct costs of the primary award. ○ The applicant may request the entire maximum funding amount for a project that may have a period of performance less than the maximum 3 years.
