CYGNSS for Action: Phase-1 Studies (ROSES 2023)

This ROSES element solicits proposals to perform one-year studies to develop an implementable strategy to link the data and capabilities from the Cyclone Global Navigation Satellite System (CYGNSS) mission to external stakeholders for use in their decision support methods. These studies will serve as the first phase of a two-phase process.  

Selected proposals under this element will receive one year of funding to develop a Phase-1 Study Report, following the requirements set in Appendix 1.  

At the conclusion of this one-year period of performance, each of the funded Phase-1 Study Teams will be invited to submit a Phase-2 proposal based on their Phase-1 Study Report. From among those future Phase-2 proposals submitted later, one team is expected to be selected to implement and execute the methods laid forth in that team’s Phase-1 Study Report and Phase-2 proposal. The two-phase process is described further in Section 4.

This program element solicits the first phase in a two-phase process that aims to leverage CYGNSS observations in the context of Earth Science in Action. Proposals selected under this element will perform a one-year study to develop a strategy for leveraging and linking the data and capabilities from the CYGNSS mission and its funded research to external stakeholders for use in their decision-making methods.
