Department of State - Bureau of Democracy, Human Rights and Labor Request for Proposals: Civil Society in Ethiopia

Synopsis:
Ethiopia (approximately $500,000 available): DRL’s goal is to demonstrably increase civil society’s impact in the current political environment. Funds will support programs that aim to strengthen civil society’s ability to protect and promote human rights in Ethiopia despite restrictive legislation. Program activities may include strengthening the capacity of civil society to: advocate domestically for increased space to operate; develop innovative strategies and mechanisms to support human rights work; and encourage political participation, especially
among youth and women. Successful programming will enable civil society to expand its impact using novel means of outreach and will lead to increased citizen advocacy to repeal restrictive legislation and a rise in the number of registered truly independent civil society organizations. In view of the current operating environment for civil society organizations in the country, off-shore programming is expected.

An organization may submit no more than one [1] proposal.

Applicant Type:
Organizations submitting proposals must meet the following criteria:
* Be a U.S. non-profit organization meeting the provisions described in Internal Revenue Code section 26 USC 501(c) (3) or a comparable organization headquartered internationally, or an international organization.
* Have demonstrated experience administering successful and preferably similar projects for Ethiopia. DRL reserves the right to request additional background information on organizations that do not have previous experience administering federal grant awards. These applicants may be subject to limited funding on a pilot basis.
