EPA ToxCast High Throughput Screening (HTS)
This is NOT a solicitation announcement. This is an Advance Procurement Notice only, and is issued in accordance with FAR 15.201. The purpose of this notice is to share information with interested parties so that they will have ample time to review and gain familiarity with the technical requirements and acquisition strategy. Interested parties are encouraged to review the draft documents, consider their interest and potential technical approach, and begin considering any potential teaming or subcontractor arrangements.
The U.S. Environmental Protection Agency, Office of Research & Development, National Center for Computational Toxicology (NCCT) is planning for the reprocurement of two contracts which provide contractor support to use biologically appropriate, rapid and cost effective high-throughput (HT) methods on sets of dozens to hundreds of industrial compounds from the agency’s ToxCast library.
The Government contemplates awarding no more than four indefinite delivery/indefinite quantity, firm-fixed price, task order contracts. The PWS includes four (4) primary tasking areas. There is a potential for more than one award. Each tasking area under the procurement will only be awarded to one offeror, however, an offeror may be awarded more than one tasking area. The government will award each specific tasking area to one contractor that represents the best value for that tasking area. Upon award, the awardee’s PWS will be revised to contain only the tasking areas that are awarded. This is not a multiple award contract and task orders will not be competed.
