Ethiopia USAID-Addis Ababa -- USAID Disaster Risk Management Activity

The United States Agency for International Development (USAID) Mission in Ethiopia is seeking applications for a cooperative agreement from qualified entities to implement the USAID Disaster Risk Management Activity. Eligibility for this award is not restricted.

USAID/Ethiopia intends to award a five-year assistance activity entitled “USAID Disaster Risk Management Activity” referred to henceforth as “the activity”. The purpose of the activity is to enable timely anticipatory and early action to preempt crises and reduce the impact of shocks in Ethiopia by strengthening disaster risk management (DRM) planning and preparedness, improving DRM coordination, and enhancing resource mobilization and management. The activity will also strengthen gender in emergencies (GiE) capacity, increase private sector engagement in DRM, and expand local organizations’ capacity to engage in DRM. The activity will support the implementation of Ethiopia’s new Disaster Risk Management Policy and Disaster Risk Finance Strategy.

The activity will complement USAID’s ongoing humanitarian and resilience efforts by targeting regions, zones, and woredas to strengthen locally-led DRM. Existing USAID investments in prevention, mitigation and response, and planned interventions focused on recovery and reconstruction, will benefit from strengthened DRM at the subnational level. The activity will support the implementation of USAID’s Resilience Policy, USAID/BHA’s Strategic Framework for Early Recovery Risk Reduction and Resilience, and USAID’s Local Capacity Strengthening Policy.

The activity will also directly contribute to the President’s Emergency Plan for Adaptation and Resilience (PREPARE) and USAID’s Climate Strategy. The activity will report into four standard climate change indicators: EG.11-2 Number of institutions with improved capacity to assess or address climate change risks supported by USG assistance; EG.11-4 Amount of investment mobilized (in USD) for climate change adaptation as supported by USG assistance; EG.11-5 Number of people supported by the USG to adapt to the effects of climate change; and EG.11-6 Number of people using climate information or implementing risk-reducing actions to improve resilience to climate change as supported by USG assistance. Investments in disaster risk financing under objective 3 will also contribute to the USG’s commitment to contribute $21.3 million to disaster risk financing in Africa so that African countries can access and layer disaster risk financing, including insurance coverage needed to successfully manage increasingly frequent and intense climate-related extreme weather events.

USAID/Ethiopia intends to award one Cooperative Agreement pursuant to this notice of funding opportunity. Subject to funding availability and at the discretion of the Agency, USAID intends to provide $49,000,000 in total USAID funding over a five-year period.
