Eligibility Requirements

All responsible sources capable of satisfying the Government’s needs, including academia (colleges and universities); businesses (large, small, small disadvantaged, etc.); other organizations (including non-profit); and entities (foreign and domestic) may submit proposals under this BAA. Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs) are encouraged to submit white papers and join others in submitting white papers. However, no portion of this BAA will be set aside for Small Business or other socio-economic participation. All businesses, both small and large, are encouraged to submit white papers and compete for funding consideration.

The funded amount and period of performance of each proposal selected for award may vary depending on the research area and the technical approach to be pursued by the proposers selected.
