Outreach and Assistance for Socially Disadvantaged Farmers and Ranchers and Veteran Farmers and Ranchers

This notice announces the availability of funds and solicits applications from community-based and non-profit organizations, institutions of higher education, and Tribal entities to compete for financial assistance through the Outreach and Assistance for Socially Disadvantaged Farmers and Ranchers and Veteran Farmers and Ranchers Program (hereinafter referred to as the “2501 Program”). Individual applicants do not meet the eligibility criteria.  

Funding is being provided to eligible entities who, in partnership with the Office of Partnerships and Public Engagement (OPPE), will conduct outreach initiatives and training to achieve the overall goal of the 2501 Program—to assist socially disadvantaged and veteran farmers and ranchers in owning and operating farms and ranches while increasing their participation in agricultural programs and services provided by the U. S. Department of Agriculture (USDA). This is a non-construction grant. 

Only one project proposal may be submitted per eligible entity.

Eligibility Requirements

Eligible applicants include not-for profit organizations, State Departments of Agriculture, State Cooperative Extension Services; Federal, State, or tribal agencies; groups representing producers, community based organizations or a coalition of community-based organization that has demonstrated experience in providing agricultural or other agricultural-related services to producers; nongovernmental organizations; junior and four-year colleges or universities or foundations maintained by a college or university (including Minority Serving Institutions); faithbased organizations and other appropriate partners with the capacity to lead a local program of crop insurance and risk management education for producers in the designated state(s) or RMA region(s). RMA may request documents from applicants to verify eligibility requirements, proof of existence, or authority. 

Amount Description

Funding will be awarded in the following three categories for a maximum of $750,000:

A. Proposals less than $300,000

B. Proposals between $300,000-$525,000

C. Proposals exceeding $525,000
