Philippines USAID-Manila Natural Resource Security and Governance (NRSG)

The United States Agency for International Development mission in the Philippines (USAID or USAID/Philippines) is pleased to announce the Natural Resource Security and Governance Annual Program Statement (APS). Through this APS, USAID is soliciting concept notes that propose effective and innovative approaches and interventions that contribute to achieving the mission’s Country Development Cooperation Strategy (CDCS), and explicitly, the development objective of “Environmental and Community Resilience Enhanced.” 

USAID priorities under the development objective, Environmental and Community Resilience Enhanced, will contribute to self-reliance both in the commitment to resilience through policy making and planning; and the capacity for stronger enforcement, prevention, and implementation to enhance environmental and community resilience. In the natural resource sector, USAID will promote transparent government policies, regulations and transactions that foster adherence to internationally-accepted standards, including environmental safeguards, and mitigate the entry of predatory players. Supporting legal and sustainable fishing and forest products, efforts to combat transnational crime associated with wildlife and wildlife products, and mitigation of climate change will also remain a high priority. 

Awards made through this APS are expected to build upon past USAID support in biodiversity conservation, fisheries management, combating wildlife trafficking, and climate change mitigation in the land sector. The total estimated cost of this APS is $38 million, subject to the availability of funds. 

Under this APS, the Mission will issue Addendums where specific objectives, expected results, funding ceilings, and other requirements shall be detailed. These Addendums will be separately posted on Grants.gov.  

An organization may not submit more than one concept paper/application as a prime or as a consortium leader under an Addendum. However, local organizations participating in one consortium may elect to participate in another consortium under the same Addendum, but under a different application and not as a prime or consortium leader.

Save Forests and Biodiversity (NRSG Addendum No. 2)

Pursuant to the Foreign Assistance Act of 1961, as amended, the United States Government, as represented by the U.S. Agency for International Development Mission in the Philippines (USAID/Philippines), invites applications for funding from all eligible organizations to carry 1 out activities that will contribute to the improvement of natural resource security and governance in the Philippines.

The Activity will support the Philippines’ Journey to Self-Reliance by: a) strengthening its commitment to biodiversity and habitat protection; b) promoting open and accountable governance; and c) improving the government’s capacity to manage its natural resources. The activity will also contribute to Intermediate Result 3.2 (Sustainable Use of Natural Resources Strengthened) and Intermediate Result 3.3 (Response to Transnational Threats Strengthened) of Development Objective 3 (Environmental and Community Resilience Improved) in the Philippines’ Country Development Cooperation Strategy.

The Goal of this Addendum is to advance natural resource resilience and security through the increased participation of CSOs, media and communities in natural resource governance.

Eligibility Requirements

This APS is open to all eligible U.S. and non-U.S. nongovernmental organizations that fall within the authorized geographic code (937). Organizations may include, but not limited to, foundations, academic organizations, for-profit private enterprises, and consortia. Individuals as well as Public International Organizations (PIOs) are not eligible to participate in this APS or in any of the Addendums.
