Procurement, Logistics Management, Warehousing, and Distribution of HIV/AIDS, TB-Related Commodities, Vaccines, Equipment and Services, and Supply Chain Systems Strengthening in Uganda under the President’s Emergency Plan for AIDS Relief (PEPFAR)
This funding opportunity announcement (FOA) will enhance the capacity of in-country Ugandan health facilities and selected health supply chain and laboratory entities undertaking their public health activities and responsibilities. The awardee will assist these facilities by procuring supplies for patients, equipment, commodities, and services for health facilities; warehousing and distributing commodities, managing logistics and providing technical assistance (TA) for systems strengthening and capacity building for these health facilities and selected health supply chain and laboratory entities. The awardee will be responsible for quantification, forecasting, and supply planning for a range of HIV/TB-related commodities and equipment. Development and execution of the procurement plan will involve supplier selection, product/service sourcing, contracting, quality assurance, and in-bound logistics management. The awardee will provide state-of-the-art inventory management, including security, cold storage and an end-to-end demand-driven inventory management system linked to recipient health facilities; and manage a delivery system involving door-to-door shipment of commodities to recipient facilities based on pre-agreed schedules and/or ad hoc orders to meet emerging needs. Other duties encompass monitoring, evaluation and reporting of program performance. The beneficiaries of the project are individuals and entities funded by the Uganda PEPFAR CDC Program.
