Request for Information - Democratic Local Governance Strengthening Program in Mozambique

The U.S. Agency for International Development (USAID), Democracy and Governance (DRG) seeks feedback and comments to specific questions outlined below on the Program Description for Democratic Local Governance StrengtheningProgram in Mozambique. The Democratic Local Governance program ultimately seeks to increase individual agency and human capital of Mozambicans, in synergy with broader USAID development programming.

This announcement is a Request for Information (RFI), not a Request for Applications (RFA) or a Request for Proposal (RFP).  In accordance with FAR 15.201(e), responses to this notice are NOT considered offers and CANNOT be accepted by the U.S.Government to form a binding contract. Therefore, USAID is not seeking technical or cost proposals at this time.  Please do not submit a full proposal as these will not be reviewed and will be discarded.  This is not a commitment by USAID to issue asolicitation, contract, grant, or cooperative agreement or otherwise compensate an organization or individual for any information submitted as a result of this RFI.  The issuance of this RFI in no way obligates USAID to pay any costs incurred in the preparation and submission of the requested information. Please do not submit proposals or statements of qualifications in response to this request. USAID will not provide answers to any questions or comments submitted in response to this request.

If a solicitation is issued for this activity, it is the organization’s responsibility to monitor the solicitation site for the releaseof any further information.  It should be noted that responding to this RFI will not give any advantage to any organization in any subsequent procurement.  Proprietary information should not be sent.

Eligibility Requirements

Eligibility for this NOFO is not restricted. This funding opportunity is open to all eligible U.S non-governmental and non-U.S nongovernmental entities and individuals (other than those from foreign policy restricted countries). While USAID welcomes all eligible entities and individuals, applicants must be nongovernmental. Pursuant to Code of Federal Regulations (CFR) 2 CFR 200.400(g), it is USAID policy not to award profit under assistance instruments such as cooperative agreements.



Amount Description

USAID intends to award one Cooperative Agreement pursuant to this notice of funding opportunity and three phase process. Subject to funding availability and at the discretion of the Agency, USAID intends to provide approximately $10,000,000 in total USAID funding over a five year period. Please note that there are several phases to this process and the final award will be issued to the Applicant whose final technical and cost application, collaboratively developed between the selected consortium is the highest rated.
