The purpose of this notice of funding opportunity (NOFO) is to support applications from small business concerns (SBCs) to develop technologies for commercialization to address health-related social needs that impact substance use disorders (SUD), excluding alcohol use disorder.

Eligibility Requirements

Only United States small business concerns (SBCs) are eligible to submit applications for this opportunity. 

For the STTR program, the PD(s)/PI(s) may be employed with the SBC or the single, “partnering” non-profit research institution as long as s/he has a formal appointment with or commitment to the applicant SBC, which is characterized by an official relationship between the SBC and that individual.

Each PD/PI must commit a minimum of 10% effort to the project and the PD/PI must have a formal appointment with or commitment to the applicant small business concern, which is characterized by an official relationship between the small business concern and that individual. Such a relationship does not necessarily involve a salary or other form of remuneration.

Amount Description

Budgets up to $295,924 total costs per year for Phase I and up to $1,972,828 total costs per year for Phase II may be requested. Please refer to current Omnibus hard cap levels for FY25 and FY26 applications. These limits are subject to change each year.
