Strategic Prevention Framework – Partnerships for Success for Communities, Local Governments, Universities, Colleges, and Tribes/Tribal Organizations

The purpose of this program is to help reduce the onset and progression of substance misuse and its related problems by supporting the development and delivery of community-based substance misuse prevention and mental health promotion services. The program is intended to expand and strengthen the capacity of local community prevention providers to implement evidence-based prevention programs.

The SPF-PFS program is grounded in the Strategic Prevention Framework (SPF), a community engagement model grounded in public health principles, including being data-driven and focused on providing evidence-based services to underserved communities. The SPF process includes five steps (assessment, capacity, planning, implementation, and evaluation) and two guiding principles (cultural competence and sustainability).  This process offers prevention planners a comprehensive approach to understanding and addressing the substance misuse and related behavioral health problems facing their communities.    

This NOFO will remain open for three fiscal years.

The following are the due dates for each FY:

  • FY 2023: Applications are due by June 5, 2023
  • FY 2024: Applications are due by June 5, 2024
  • FY 2025: Applications are due by June 5, 2025

Eligibility Requirements

Eligibility is limited to domestic public or private, non-profit entities, including community-based organizations, federally recognized tribes, tribal organizations, local governments, and institutions of higher education.

FY 2023: Entities that received SPF-PFS funding under SP-19-004, SP-20-002 (in FY 2020 or FY 2021), or SP-22-004 are not eligible to apply.  In addition, entities that received SPF-PFS funding under SP-19-004, SP-20-002 (in FY 2020 or FY 2021), or SP-22-004 are not eligible to be a subrecipient under SPF-PFS-States (SP-23-003). 

FY 2024:  Entities that received funding under SP-20-002 (in FY 2020 or FY 2021), SP-22-004, or SP-23-004 are not eligible to apply.  In addition, entities that received SPF-PFS funding under SP-20-002 (in FY 2020 or FY 2021), SP-22-004, or SP-23-004 are not eligible to be a subrecipient under SPF-PFS-States (SP-23-003). 

FY 2025:  Entities that received funding under SP-20-002 in FY 2021, SP-22-004, or SP-23-004 are not eligible to apply.  In addition, entities that received SPF-PFS funding under SP-20-002 in FY 2021, SP-22-004, or SP-23-004 are not eligible to be a subrecipient under SPF-PFS-States (SP-23-003).
