Technical Assistance for Conservation Fiscal Year (FY) 2021 – NORTH CAROLINA

The North Carolina Natural Resources Conservation Service, an agency under the United States Department of Agriculture, is announcing potential availability of cooperative agreements for the purpose of leveraging NRCS resources to address natural resource issues throughout North Carolina. Proposals will be accepted for projects located entirely within the state of North Carolina. The overall intent of this announcement is to solicit partnerships to help enhance the implementation of key conservation objectives and priorities outlined further in this document, such as conservation planning and assistance.

Proposals will be accepted for competitive consideration of awards for projects between two and five years in duration. Research proposals will not be accepted, nor considered as part of this announcement. The total funding available for this announcement shall not exceed $1,000,000. This is the total funding regardless of the number of approved proposals and number of years per proposal.

The purpose of this announcement is to advertise opportunities to entities who are interested in partnering with NRCS to provide technical assistance services to solve Soil, Water, Animal, and Plant resource concerns. Entities will partner with NRCS to provide services related to development of conservation plans, provide information for conservation program proposals and implementation of existing conservation contracts (ex. EQIP, CStP, and AMA), including certifying and reporting progress on conservation measures. NRCS will accept proposals of multi-year projects (2-5 years) submitted by eligible entities with substantial operations in North Carolina.

The purpose is to leverage NRCS and partner resources to:

1. Improve soil health.

2. Improve water quality.

3. Provide habitat for local wildlife species of concern.

4. Improve the environmental and economic performance of agricultural lands.

Eligibility Requirements

Eligibility for this opportunity is limited to the following entity types: • City or township governments • County governments • Individuals • Native American tribal governments (Federally recognized) • Native American tribal organizations (other than Federally recognized tribal governments) • Nonprofits having a 501(c)(3) status with the IRS (other than institutions of higher education) • Nonprofits that do not have a 501 (c)(3) status with the IRS (other than institutions of higher education) • Private institutions of higher education • Public and State-controlled institutions of higher education • State governments

The funding floor for this opportunity $75,000, and the funding ceiling is $450,000. The funding floor means the minimum agreement funding amount for the Federal share per agreement awarded. The ceiling is the maximum agreement funding amount for the Federal share per agreement awarded.
