The United States Agency for International Development’s (USAID) Mission in Ethiopia (USAID/Ethiopia) is seeking applications for a cooperative agreement from qualified entities to implement the USAID/Ethiopia Civic Engagement Activity, subject to the availability of funds. Eligibility for this award is not restricted.
The goal of Civic Engagement activity is to strengthen Ethiopia’s civic fabric in support of more inclusive, peaceful, and responsive governance.
For Ethiopia, a country with a long history of authoritarian rule, deepening ethnic, intercommunal, and religious conflict, and increased instability and violent conflict, the pathway to democratic, inclusive governance is a multi-generational goal. Citizen distrust of government runs deep, years of repression gutted civic institutions, and opportunities for meaningful citizen engagement in shaping government policy and budget priorities are limited. Civic actors have a vital role to play in shaping Ethiopia’s political future, pressing for more inclusive, accountable government and respect for human rights, contributing to the peaceful resolution of the country’s complex conflicts, and revitalizing shared values of co-existence and tolerance among diverse groups. To do so, they require sustained support to develop the skills, confidence, and agency to: conduct evidence-based analysis; craft effective messages and advocacy strategies; and forge broad-based, multi-stakeholder coalitions that can constructively engage across ethnic, religious and political party lines on sensitive policy, political, and conflict-mitigation issues.
Any one entity/organization may submit one (1) application for funding in response to this Notice of Funding Opportunity (NOFO) as a prime awardee. Interested applicants from within Duke should contact fundopps@duke.edu as early as possible.

USAID/Ethiopia intends to award one Cooperative Agreement pursuant to this notice of funding opportunity. Subject to funding availability and at the discretion of the Agency, USAID/Ethiopia intends to provide about USD $21,500,103 in total over four years.
