Western Hemisphere Regional Illegal, Unreported, and Unregulated Fishing Assessment

The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to assess law enforcement and legislative approaches to counter illegal, unreported, and unregulated (IUU) fishing in the Western Hemisphere, particularly IUU fishing conducted by malign foreign actors. Successful proposals will provide an assessment to help provide an overview of existing legislative restrictions on IUU fishing, including where gaps exist within legal frameworks that allow actors to operate without consequences. The assessment will focus on malign actors conducting IUU fishing activities in the territorial and contiguous waters and exclusive economic zones of South and Central American as well as Caribbean countries; identifying other crimes associated with IUU fishing activities by these actors (which could include corruption and money laundering); and collecting anecdotes that convey the adverse impacts of IUU fishing from government-backed malign actors. Qualitative anecdotes should be combined with quantitative analysis of the IUU fishing problem to bring public attention within Latin American countries as well as the United States to this issue set and the role of malign and criminal actors.

Applicants are only allowed to submit one proposal per organization.
